A man addicted to violent porn websites has been convicted for the second time of murdering a teacher. Legislation to ban such sites is going through Parliament, but a small group of otherwise law-abiding people say the changes will criminalise them.

The brits censorship board will use the cultural exception to allow those films to be legal. You live in the UK, if I understand correctly sexualy explicit arthouse films were legal before the R 18 certificate was issued to regular porn films.
